now i know its a weird question but hear me out....now i have gotten my learners permit but to get my permanent license i need a car. i dont have one and i cant buy a car unless i have my permanent. no one in my family has a car and i know no one that could let me borrow one... is there any other way???????

Why can't you buy one? The law certainly doesn't say that you have to have a license to buy a car. If you have the money, I think you should buy the car now.
Is there really no neighbor or teacher who would help you out? I'm certain that if one of the kids in my neighborhood came over with this dilemma, I would arrange to help them out.
