Anime is strictly a Japanese art form. If it were created by anyone other than the Japanese, it wouldn't be called "anime." Korean anime could be an exception, but even it is very different than Japanese anime. I'm sure India has it's own style of animation, but I doubt it resembles anime at all. And that's part of the reason we "otakus" love anime so much, BECAUSE it is unique, and doesn't (generally) come from anywhere else (unless you count Hyao Miyazaki, which I don't.)

The native term of 'Anime': Animation, cartoons, 3D animation, moving pictures.

So originally anime =/= a style of art.
It's not.

It's not a matter of where you are from, if you have good influences, talant, the time and is serious about animation, then you belong to that field. Anyone can make good 'anime', but only few can outstand.

The anime style originated in japan. If there was an Indian anime, it would be Indians using a Japanese style.

Think of it as an italian chef cooking french or something
