What if it's a girl who is really mean to you. Can you do it? There are girls that kick boy's crotches, so why can't boys kick girls?

First off, it doesn't matter how mean the girl is, NEVER EVER kick a girl in the crotch!
You know how it feels for a guy to get kicked there? Well, for a girl, times that by ten.
That, and girls have that nice little pubic bone there, and I'm sorry to say, but its alot closer to the skin than it is for you guys. You can severly injure a girl by kicking her there by breaking that bone, and she may even need to have stitches afterwards. Not to mention if you damage the clit in any way, she can loose all feeling.
If you do kick a girl there, expect her to get back up and return the favore.

My opinion, no one should be kicked in the crotch. Even hitting anyone is not a good idea. If I were you I would just ignore this little pesty girl. The longer you ignore her she'll go find someone else to pester because she's not getting her 'kicks' from you anymore.
