Of course it can. It is used everyday all over the world to control people of all walks of life. An angry leader uses his position and his means to withhold food, from a people he considers ungrateful for his ruling. One can see that angry can be power in the since that when we don't like what someone says we can lash out, harm, lame or kill that person. Anger is a tool. However, should you wish to put this into a spiritual context instead of just philosophy, I can give you another augment against anger as a power.

Anger IS power. Anger itself is an undirected power or motivator.
The rage felt against emptiness manifests as love. Anger against illness manifests as love of the people suffering it and sometimes the love leads the way to an end of suffering. I can think of no greater power than the rage that is love.

anger was my first driving....i could not stand seeing the children growing into the same life that i had been in.....the pis of death....iwas tired and had to do something ......it was killing my soul to see the perversion carried on to chidren,....these perversions of our world were started before us, and we have allowed them to carry on....we are leaving our problems on the shoulders of our children.....that is not right .....who will fight the fight....who will make a difference
