Originally, the beach itself was unexpectedly formed after the addition of a jetty between Mission Bay and the San Diego River channel. It developed cult status among dog-lovers who wanted a beach of their very own. It quickly became known unofficially as Dog Beach, and later achieved official status as a leash-free beach, one of the few remaining leash-free areas in San Diego. Lying between two planning districts, Dog Beach has historically fallen through the park-improvement cracks. Yet the community of Ocean Beach treasured it as a unique place, a place that "you would only find in Ocean Beach". Although it became internationally famous through surfing movies starring Rocky the Surfing Dog (Endless Summer II, et al) and through international stories, the beach entrance began eroding.

The site was formally adopted by the Ocean Beach Town Council in 1972 to protect it as a community asset for the future. By the 1990s, after 25 years of enthusiastic (and round-the-clock) use by dogs and their partners, the beach fell into ill repair. Improvements were planned in the Twenty-Fifth Anniversary of Dog Beach by the Dog Beach Committee. The goal was to fix up the beach in time for the new millennium. It is hoped that the improvements will build pride in the beach to trigger more responsible dog ownership and to stake out the beach as a permanent fixture in the history and lore of San Diego.
