Ask your school resource officer.

Well, there are two ways to go. I happen to fall into the age category of "old enough to know better, young enough not to care" which is why I even mention the first option.
Option 1) Start even worse rumors about him (this may be fun, but I don't recommend it, because it won't solve anything)
Option 2) Any touching/comments that you are uncomfortable with, and have stated that you want to stop, are harassment. I would contact the school officials to report it. It will be difficult because you may not be able to remain anonymous. However, you should not have to be subjected to treatment that is inappropriate, and he needs to learn what is inappropriate.

yes, that is harassment and he's being a complete jerk. He has no right to violate your body or your life. I know this sounds cheesy, but you need talk to him and give him an ultimatium that either he stops or your done with him all together. If that doesn't work, you need to go to someone for help before the situation gets out of hand. Talk to your friends, parents, his parents, a school concilor, someone. You do not desvere to be treated this way- take control of the situation and make it stop.

Yes, it is harrassment. Tell him to not talk to you anymore. If he continues to be a nuisance, then you've got a problem. You might have to involve your father or a male friend to tell him. If that doesn't work, you should get a temporary restraining order. Hopefully - for you - it won't get that serious. Good luck.

talk to your school counselor, tell him/her what's going on....I don't think rumors are considered harassment......otherwise, everyone in the world would be in jail......everyone has started a rumor at one point or another........
