I have tried everything I can think of I feel dumb because I'm sure it's something so simple I right clicked on it,I tried dragging and droping it,I tried cutting and pasting and even system restore and still nothing,Also in iternet explorer when I try to minamize a page without actually closing the page it drops down and disapeers but not to the tool bar where the start menu usually would be (yes it did this before I lost my start menu )I will happily give you a best anwser to THE FIRST ONE WHO CAN HELP ME OUT PLEASE!!I am not a computer idiot normally lol ,so please be serious thank you.

If you can find an overcovered gray spot on the taskbar...usually somewhere to the right (or in your case the bottom) area, you should be able to left-click and drag it back to its normal position. I'm doing this right now and am able to move it from the bottom to the right and back again. I believe the trick is finding some uncovered gray spot on the taskbar to actually "grab"!

you tried dragging and dropping it? it's always worked for me. Make sure the taskbar's not locked first, though, by right-clicking on it. (I have no clue how you could've pulled off moving and locking it both, but hey, it could happen.) You can also change the height by clicking the top, the part not touching the sides of the computer, i mean, and dragging up.

click the taskbar on side and drag to bottom,by moving the mouse bit downwards.

you have to right click on it, then click on "lock the taskbar" to unlock it...Then you can click and drag it where you want it...It has to be Unlocked before it will move.
