Any used import would be the cheapest route. Go nineties, because they are older, more miles, so it will have lower insurance. Also, a sedan versus a coupe (4-door vs 2-door) is usually cheaper in insurance as well.
My first car was an 87 Honda Civic back in 1998. I paid like $30 a month for full coverage insurance and maybe paid $1500 for the car.
Import to the US, btw. honda, toyota, nissan.

Chevy Cavalier is a great car. I've been drivin' mine for years and haven't had any major repairs. Insurance is pretty cheap too.
