I've tried a lot of eyeliner, and honestly the best to me in waterproof is Avon Glimmerstick Black Waterproof. It's really great, and it will stay all day long, and it won't smudge.

Styli-Style. It's great, the liquid paints on, dries quick, and stays till you take it off. The pencil goes on soft and you can smudge it a little for the smokey eye look; it also stays where you put it until you take it off - even with deep-set eyes that smudge and smear most other eyeliners!
