I play Sims 2 Uni because it gives my sims a lot a of power. They can control more wants and gain aspiration points and also control other sims and make them do things like cook or clean, so they can go out and party! Sims 2 Uni also comes with band instruments and a pool table, which you will not see in the other expansion packs.
Additionally it gives your sims another life stage so you can maximize their potential (young adult doesn't show up on the other EPs) - and with their college degree, they earn a lot more simoleans and have more career opportunities than 'grade school' sims get.
Not everyone likes every expansion pack but the better you get at controlling your sims and their personalities, the more time you find to party party party with your college sims. I don't play my college sims with any cheats and I've gotten to a skill level where they hardly ever have to study or do their own term papers. They have control over other sims and can make them do that stuff for them. It's fun!

Whether something is "fun to play" can only be decided by you. Just because someone else likes it, does that necessarily mean you will? No, it doesn't because everyone has different tastes. The same thing goes for whether it is "worth getting".
