No, but it states Congress may declare war then overtime we've noticed that Congress will vote on this when it feels the need, when we are attacked, and when the President requests it to go into vote.

It says the president has a right to declare war and congress can declare war for anything that might threaten the American people. Yes I think indeed does say that.

no, but in the declaration, it basically said that if our current government is not protecting our rights, then we can abolish that government
