There are smoking laws in Greece.
Restrictions however do not apply except for the Athens International Airport "Eleftherios Venizelos", which is run by the German constructors.
Allegedly you are not allowed to smoke in Hospitals,schools, public services, super markets, restaurants, except in the specially designated areas, but all Greeks light cigarettes and not only in the specified areas....
I do not know what is hookaing, but if it has to do with any kind of drugs, even the lightest ones, it is strictly forbidden and you might get into trouble.

Greece actually has some wonderful laws that date back from years ago...unfortunatly no one ever follows them. The no smoking law is great especially in restauraunts but very few people comply. In Greece TONS of people smoke so its very common to see people lighting up in hospitals. Hopefully younger generations will start following the no smoking law.

I think your question is about hookahs or water pipes, which have become popular again in Greece. For example, in Heraklion Crete, there are places where you can smoke a nargile (as it is usually called) and spend some noce time watching oriental belly-dancing.
There is also a new shop that sells nargiles (hookahs).

Yes there are, alhough the country is a little lazy in acting on it's laws unless there are substantial repercussions for those involved.
