Short answer is that without funds or sponsors, you won't be an F1 Test Driver.
Try karting and getting sponsors together, then you'll be able to work your way up the ladder.

If you've already used up all your money and scared your sponsors away while racing karts, Formula Ford, Formula 2000, Formula Renault, Formula Three, Formula 3000, GP2 and A1GP, and a Formula One team hasn't noticed you, I'm afraid you have absolutely no chance of becoming an F1 test driver.
Remember, there are only 22 F1 drivers (24 in 2008) and a handful of test drivers.

The primary reason a Formula 1 driver would seek funds and sponsors, is for financial support. If you can afford to drive a Formula 1 racecar, I guess you don't need external, third-part financial support at all.
As for becoming a Formula 1 test driver, I would recommend that you purchase a car and go out to your local track and see if their resources are available to you.
To actually learn how to drive and operate a Formula 1 racecar, you should read as much as you can about them and attend a racing school to get experience behind the wheel.

You can not become a test driver without a sponsors. If you ever wanted to be in F1 without sponsors, you have to be a pay driver (the rookies who will pay for the team to race at the beginning to get popular and to get sponsors). But pay test driver it is of no use, they will not allow you to test their cars just for fun.

Firstly, you must excel in another racing league(F3, IRL, etc)
Then a formula one team will spot you, and offer you a chance to test drive. Most test drivers are fully accomplished racing drivers from other championships.
You cant buy yourself into a team if you do not have proven talent!!!

There are hundreds of people, with funds and sponsors, and who have also won other championships who can't even get a test drive.
