No, playing with the genitals is perfectly normal. He won't do it if it hurts.
The foreskin in most adult males is around 10 square inches of skin. It is very elastic. So he probably can stretch it out quite a way.
Sad to see there are still many ignorant people out there that think the answer to any medical question is to circumcise! I wonder what they'd think if the answer to all female problems was "remove the clitoris"...
I'm glad you have made the decision to let your child grow up with everything that nature gave him.
You will need to teach him proper hygiene. He'll need to pull the foreskin back once he is able when passing urine, and he should pull it back and wash the whole foreskin when showering. Nothing else is normally needed.

I cannot believe that there are people actually suggesting you circumcise. GOOD FOR YOU for NOT doing it!
And all you people who think that mutilating babies is the answer to everything- go pick up a book and read about it- NOt Cosmo, Not Vogue, Not Self magazine- an actual BOOK.
Anyway- My son is 17 months and his foreskin hasn't retracted yet. Don't let anyone try to retract your son's foreskin-
Him playing with it, however, will help to loosen the skin and the bond it has with the glans and that's ok.
My son pulls his foreskin so far it looks like it's gonna snap- he's fine.
Best of luck!

A foreskin is very stretchy. As an adult it has to grow from normal to erect without any problems. Nature has designed it to do just that.
Babies often play with their penis, it is just another part of the body to explore. He is not going to hurt himself though, for the same reason he doesn't repeatedly poke himself in the eye!
Do not get him circumcised. As another poster mentioned circumcised men are missing out on over 10,000 nerve endings that are sliced off during a circumcision. A male circumcised at birth or as a baby will never know what you have deprived them of, unless they read up about it later. Then they will wonder why you had them sexually mutilated against their will.
Anyone who claims that an uncircumcised male gets constant infections and problems is just completely ignorant. 84% of the world male population are intact, and I'm sure they are not all constantly at the doctor with another infection. I've never had anything wrong with me in over 30 years. It's just a lot of misinformation spouted by the misinformed.

First of all, GOOD FOR YOU for leaving your son intact, the way God and nature intended. My younger sons are healthy and uncircumcised, too. I'm an OB nurse and I see over and over (and have personally witnessed the complications associated with routine infant circumcision).
Anyway, I know that's not the point of your question. All little boys, both circumcised and uncircumcised "discover" themselves down their and tug, play, pull, whatever now and then. One of my intact sons would pull on his foreskin really hard for a short time (maybe when he was two years?) and would kind of twist it. It looked painful to me but it never seemed to bother him. He quit doing it after a while.
I'd just watch any boy, cut or intact, if he seems to be messing with his penis too much, just to make sure he isn't scratched on his genitals or anything.
This skin is typically stretchy (especially foreskin since it does have to "grow" with erections). Really the only way he could hurt it is if he accidentally cut or pinched it with his fingernails.
Trust me, he'll stop pulling it if it hurts! LOL
And for whoever thinks Catholics or Christians are supposed to circumcise, here are links that say otherwise:

First off, good for you in keeping your son intact!
My understanding is that by playing with himself and tugging on his foreskin, he's starting the process of his foreskin gradually separating from the glans and becoming retractile. This will probably take several years, but this is how it starts. :-)
He knows what feels good and what hurts, and will stop before he goes too far. It's amazing how elastic that skin is, isn't it?

If you leave him uncircumcized, be sure to teach hiim to cleanse under that foreskin and to always return it to it's normal position. I have seen some very sore, swollen foreskins that were not returned to their full length. He may have some itching if he has not been cleansed enough. Some early masturbation is normal for boys. Girls will sometimes do it too. They are discovering their bodies and will play with anything that presents itself.
If you see redness, swelling, or notice foul smelling drainage coming from that area, take him to a doctor.

It will help accommodate growth. By the way, DO NOT get your son circumsized. I was circumsized at the age of 23 due to medical reasons and words cannot explain the difference in feeling (or I should say, lack of). Make sure you teach him to pull back the foreskin and clean thoroughly on the inside when taking a bath or showering.

He won't cause him self pain, and he most certainly won't do it more than once. If it hurts he'll stop. I know I'll probably get low ratings for this and it doesn't have anything to do with your question, but I didn't know it was prohibited for Catholics to be circumsized.

It's normal for babies to play with themselves. My son was the same way.
But sometimes they do that because it is bothering them. You need to make sure you clean under the skin very well. And to do that you have to pull the skin back, and expose the head. And wipe out around the head and the skin. You should do this everytime you bath him.If he's not cleaned good he can get very sore and sometimes an infection. This is what the doctor told me.
Good luck
