I have a red thin belt, it's like half inch wide. well, i have a black t-shirt that goes well with that shirt. now, i was wondering if i should put the belt around my waist, or higher, like under my chest. both look good, but i think that under the chest looks well..a little better. what do you think? :D

I think you should put it on the smallest (narrowest) part of your waist to elongate your form and slim everything down.
Have fun =)

Probably the smallest part of your waist. Under your chest would look like you're trying to "show them off" and might look, well...weird.

I'd keep it waist length. In all honesty under your chest may look a little more tarty instead of lady like.
