thinkn reguarding England - emp/thermite/gun/cut the power cord?
has to be some sort of common paper/link on the matter.

the camera is what you see - but the recording part is usually housed in the base of the pole that camera is sitting on... so even if you totally take out the 'cam, the video recording is still safe and sound down below. The cam might even be on direct link to a police station (some are, but only in high interest areas). Simple, effective, silent, and destroying nothing - put a good old black plastic garbage bag over the camera. Cheap and effective. (just don't leave prints on the bag, mate...)

After dark, get a long pole and push the camera around to a building or something!

Not legal, but cut the cord if you can get to it, or a silenced pistol or a good pellet rifle shot at the lens.
