I believe I can help you with that one. I have had the same problem multiple times until I finally found out how to do it. What you have to do is the following:
1. With your mouse, click and hold in the toolbar in the middle.

2. While still holding the toolbar with your mouse, move your mouse cursor to the right side of the computer until the toolbar moves to the right.

3. While still holding the toolbar with your mouse, move the mouse cursor again to the bottom of the computer screen until you see the toolbar move again, this time moving to the bottom of the screen.

Click anywhere on the toolbar that is not a button, and continue to hold down the mouse button.

Drag the toolbar to anywhere on the screen.

If you want to dock it (fix it in place), move it to the edge of the Remedy User main window.

Release the mouse button.

im assuming you mean your task bar.... simply click by the clock (also known as the tray).... and drag it around your screen. I suggest locking your taskbar so it doesn't happen again. (right click> lock the taskbar).

Note.... some comptuers allow you to click anywhere on the taskbar, but some others only let you move it with the tray area (by the clock)
