PLEASE ANSWER! How do I install Flash Player on my PSP WITHOUT internet?

I have asked this before, and got bad answers, so the question pretty much explains itself.
I would also like simple step-by-step directions on how to do this.

You can't. Here is what the Sony site says under the 2.7 update, which was the first update with Flash.

[Enable Flash® Player] has been added as a setting under [System Settings].
You must be connected to the Internet to activate this setting.
