water is not draining and is getting all over the floor. there is also a hissing sound as soon as I turn off the unit? I checked the drain spout and that isn't clogged.

PRIMARY PAN IS RUSTED OUT, CHECK THE SECONDARY.

The drain line could still be plugged. Try putting a wet vacuum on the end of the drain and sucking out the drain line. Then, put some bleach and water into the pan on your indoor unit to kill off any mold/algee that is growing ini it. This usually fixes it, but you may need the help of a plumber or HVAC man.

Sounds like aplugged condeate drain.Determine what kind of pipe it is, if it is plastic cut it open vacuum orut or clar to unit blow out drain away from unit,put back together with glue and couplings.If it is copper cut it open clear it and use vinyl hose and radiator clamps to repair.Run unit and see if itstill leaks. do not turn t- stat below 68 ,you may be freezing coil.Hissing sound is normal it is refrigerant equalizing after compressor shut off.If it still leaks it may be the pan,this is not as likely as aplugged drain

you could also have the ac thermostat set too high and it's freezing up and thawing check the filter it may need cleaned and/or changed i've had this problem several times also open the guts and run over the exhaust fan screen with a wet and dry shop vac that will help keep the dust filter from clogging up and freezing up causing the dripping thaw that you're getting

there is a drain pan with drain pipe to outside. If water in pan is not draining, it will overflow. Put bleach in drain every few months to eliminate mildew.
