No way, Tick is the strongest.

Arthur on the otherhand has some work to do. But then technically he is a sidekick.

I think that Carpet guy that shuffles his feet and zaps people would be the weakest. But he is still hellakewl though.

I don't know if he is the weakest but Aquaman is pretty useless most of the time. Underwater he is a god, above water he is just a guy with a pointy stick.
