Well... terrorists are perpetrators of evil who live among us. Similarly, in the Crucible, witches are perpetrators of evil who live among the population. So when the people in Salem Village become aware that there is witchcraft being practiced, they become hysterical with fear. Similarly, Americans have become very afraid of terrorism. To the point where people are willing to give up certain rights in order to protect themselves from terrorism. You can draw a parallel between the Patriot Act, and the President saying things like "If you're not with us, you're with the terrorists," to the people in the Crucible allowing very questionable witch hunt tactics.

Because it's an oxymoron. War is terror. I'm surprised it's strongest supporters can say the phrase with a straight face, and appalled that it continues to be commonly used. Have people lost all ability to think logically? The "War on terror." was never anything more than a cover for unprecedented expansion of Executive power, and a rationale for the invasion of Iraq, which had nothing to do with terror and everything to do with money for the military-industrial complex, Halliburton and Exxon.
