apply dark black liquid eye liner in a quite thick stroke...start at the inside of your eye thinner than the outside...but at the end of your stroke, kind of "flick" it upward...to focus all the attention to the top part only don't put eye liner at the bottom...but for a more dramatic approach use a dark black pencil...also use black mascara and when you "sweep" or brush your eyelashes do it to the side so it gives a cat eye effect...

Get an angled brush, and black eyeshadow. Start with a very fine line at the inside of your eyes (top) and slightly turn the brush as you sweep out - this will widen the line. Go in small steps, and reload the brush often. Extend the line slightly past your eye. If you want it darker, put a drop of water on the eyeshadow, and apply wet to the line you have just drawn.
Best bet if this doesn't make sense - find a Sephora near you, they will demo it for FREE. If you don't have one, look for a MAC counter in the mall (like Macys or Dillards) and see if they will help you.

Use a Charcoal color combo shadow (clinique makes a great duo) to line your eyes...bottom too before you put on your eyeliner. If you blend it for darkest to lightest...from the inside of your eye out it will give you that cat eye look.
Also, the smokey eye look is very in this fashion season....dolce and gabanna had their models done up with eyes like this with shades of dark blue instead of the charcoals...incrediblely sexy!

You need to extend the liner on your upper eye lid and apply some shadow that stands horizontal from your liner to the middle of your upper lid. In other words, apply the shadow in the shape of "<" and ">" to the outer corner of your eyes.

easy way- take a business card and line it up with the curve of your bottom eyelid, then dust black eyeshadow on your eyelid, going past the edge of your eye and onto the business card. it's fast and you won't look weird and droopy because your eye makeup will be the same for both eyes.
