A few reasons. First, if you go to a state university, costs are rising because many of the states are in a budget crisis and have cut down university funding. Second, the cost of keeping good professors is rising and untiversities are trying to stay competitive. Third, many schools are involved in long-term expensive projects.

The big cause at my school is that state funding fell a lot, over 10%. They need to get the money somewhere, and so, they are looking at increasing tuition and getting more private money.
