The old stuff is getting mildewy and moldy and starting to come off in places when I scrub it.

Yes. There are small, plastic hand tools you can buy, next to the caulk tubes in the hardware store. Scrape out the old caulk. Use a single edge razor blade to skim off the smallest pieces. Clean with mineral spirits. Then clean with detergent and water. If the tiles are not perfectly clean, the new caulk will not stick.

Remove Old Caulk Then Clean Area to be re-caulked with Rubbing Alcohol Then re-caulk Let dry at least 24 hours.

Yes,,,,The old caulk should be removed. The surface must be "clean" and ready for the new caulk to be applied. Not removing the old caulk will result in the new not adhering or sealing. It will also peel off very quick. Best to spend the time and energy to do correctly now than spend allot more time later.

Yes...the best way to do that is with a regular "razor blade knife" slice it and pull it out. If you leave it, the new caulk won't set up well.

Yes, you can't apply new caulk over the old because it will not take.

Yes you do. Applying new over old,cracked,mildewy,stinky,dirty,yucky,will cover it up, but it is not what you want to do.
To stop leaks and get rid of old, remove it, prep the area where the new is going on, and bead it.
