yes, some women can and if the women your with get real wet to the point almost the entire bed iis soaked then she can do it.

there are a couple of ways but the best in my experience is... have the women lay on her back and insert the middle two fingers on your dominant hand inside her vigina, (leaving your outside fingers and your thumb on the outside) finger her but while doing so, flick those 2 fingers in an upward motion hitting the top of the internal wall, keep doing this fast as you finger her, it works almost all the time!! lol.. you may even want to press lightly on the top of her vigina with your other hand while doing it, some women have less sensitivity and this will help.
