Manganese improves hardenability, strength, abrasion resistance, and machinability. It also deoxidizes molten steel and reduces hot shortness, but decreases weldability.

I agree with DavidK93's answer (I could hardly do otherwise since he tells us of his source!). Incidentally, because high-manganese steel is so abrasive-resistant, it is used to make railway lines at junctions suffering particularly severe wear.
