if you're using software, it should have a latency setting in the preferences

your MIDI latency is part of your hardware drivers. The old SB Live! sound card wasn't shipped with ASIO drivers and there were some ASIO drivers available for that card by a third party developer, but the availability of these drivers is contingent on the hardware developers.

so whether or not you can find something that works to reduce your latency for free depends on if there is anything available for your hardware. if not, you're going to have to get a better sound card/MIDI adapter.
