Because the iPod is made by Apple which is not a PC. Windows does PC. Apple does Apple and never the twain shall meet.

NTFS is used commonly by PC's due to Windows NT and all versions after that bro. You can use FAT32 on your PC's hard disk but most PC makers use NTFS which is supported by all versions of Windows past Windows NT.

Now why doesn't the iPod use it??

Because that format is more efficent and simpler to implement. NTFS is only necessary once drives get over 64 gigs. And also Microsoft has never fully documented NTFS, and there may be Intellectual Property concerns if it was used. FAT32 is well known, open, and used by many operating systems (Linux, Mac, etc)
