a)an adjustable valve that relases a pre-determined ammount of liquid or gas according to the setting it is "metered" to, such as the valves used to dispense medical gasses.
b)a valve that records the ammount of gas or liquid that passes through it, such as the gas meter on a residence.

it is a valve that can gauge the use of lets say water coming into a building for example.
