does 70 watt mh or hps bulb need a ballast?

if so where would i get a ballast?

Yes they do. Your best bet would be to find an electrical supply house in the phone book. Your normal hadware store wont carry it
I would bring the old ballast (or entire light) lt with you.

yes metal hallide and high pressure sodium lamps always need a ballast with an output of about 600 volts
