Most new Mac computers come with movie making software

Movie Maker will run on any computer that has Windows XP on it. It is part of XP. While Office tools do not require a very powerful laptop, movie editing does. The more memory and the larger the hard drive, the better for video editing. If you do any serious editing, within a couple months you will have outgrown Movie Maker and will want a serious video program. So look at the requirements from Adobe Premiere software, and get a laptop that meets or exceeds those requirements.
