In my opinion it is Joe Paterno, but if you judge by total career wins it would be Bobby Bowden.

I think there's a misconception that teams are promoted up by the NCAA from I-A to I-AA. That's not the case, the school itself decides whether or not it can make a move up. We (Appalachian) will probably move up next time there's another major I-A conference shift and there are openings in smaller non-BCS conferences (such as CUSA,). In fact, the NCAA has put on a freeze for any and all inter-divisional moves for those who haven't already started the process for the next several years. The reason App hasn't moved yet is because of funding and facilities. We have to be able to afford 22 more scholarships in football, as well as an equal amount for women's sports to comply with Title-9. We'd also have to afford the increased travel costs which would come with a I-A conference. We're currently upgrading our facilities and raising more and more money for athletics.

Bobby Bowden with Joe Paterno hot on his heels. Less than 10 wins seperate the two.

All depends on how you want to look at success. are we talkin total wins? Best percentage? Largest percentage based on toatl games. Hell there are to many factors I know a coach that cached one game then quit he won it so he has a win perrcentage of 100% for his college carreer does that make him the best. You gotta give us more.
