The data link is the port that the tech connects his equipment to so that he can run diagnostics and communicate with your car's computer.
The DLC is required to be configured a certain way so that ANY tech or owner with a generic code reader can run basic diagnostics. This is called OBD II (On-Board Diagnostics generation II).
The connector is required to have certain pins perform in a certain way, and there is a pin that is required to be grounded, and another to be powered up with battery voltage.
The Data link fuse is the fuse that protects that pin.
