Line BC is horizontal because the points have the same y coordinate. The equation of that line is y = -4.

B & C have the same y value, so the slope of the line is zero. Ergo it's a horizontal line at a y value of -4 and the equation would be

y = -4

so simple it's tough!

y+4/0=x-6/-8
y+4=0
or y=-4
