Utility Construction is being don on my street.?

There is a sine at each end of the steet.Road Closed Utility Construction. Locale Traffic Only. People are still trying to use the steet. What part of this sine do they not understand?

People think they can use the road, because they let the people who live on it do. It isn't right but must people don't care about the people out there trying to work and them getting in their way slowing them down.
