Are there any games or software for Playstation 2 or for PC, that offers realistic driving experience. Im not on about GT4 or Need for Speed, something with accurate driving, NOT RACING. Also, I have seen the steering wheels, seat and pedals in a package. Is there anything add on with a steering wheel, pedals, clutch, seat and gear stick for PS2.

Any of the PS2 Grand Theft Auto games. I'm serious.
You're completely free to explore the city most of the time, and that includes driving around obeying the law. Give it a try-- you'd be surprised how hard it is to refrain from comitting a felony for even ten minutes. However, I doubt the additional controllers would be usable.
At any rate, the kind of program you're looking for sounds more likely to be found for a PC.

why would you want a car game without racing? if you want to go the speed limit and stop a red lights, just drive a real car.
