I can't sew. Is there anyway I can draw on the shirt and make it look good or a computer scanner or something.

Visit a fabric shop for a pattern for a shirt, and use it to make a proto type of what you want. Then go to a print shop, and see what it will cost you to get your design printed on the shirt. Make atleast one. After that, you'll need to get feedback from others to see if it's something others would be interested in buying.
Good luck with your venture.

Take scraps of old clothes and sew them together. You can get simple patterns at Wal Mart or a craft store. You can also cut old clothes that you didn't wear and make them more fashionable.
