It may be a female trying to dig a hole to lay eggs.

"Gravid females will become restless before oviposition, and will wander around the enclosure looking for a suitable nesting site. A few days before oviposition occurs, the females will begin digging in their chosen nesting site. After the eggs are laid, the female will cover the eggs with substrate."

JAUNDICE

Often the result of either dehydration or fatty degeneration of the liver due to incorrect diet. Symptoms: tortoise reluctant to feed, inclined to hide in corners or bury itself. Mouth inspection may (but not always) reveal a yellowish tinge to mucous membrane and tongue. Undigested food matter may also be passed. Treatment: veterinary diagnosis essential. Keep well hydrated using plenty of water with just a pinch of glucose. Serious cases will require medication.

Because in the wild this is what they do sometimes. They do it to hide from stress, to escape the heat, to get more humidity, etc.
