There are many possibilities for that feeling, it might be just stretching the tissue which causes tissue injury esp to the urethra and urine is irritant to the tissues that's why you might feel pain if the tissues were injured and you started to urinate.
Uncircumcized guys are subjected to bacterial and fingal infections of the penis if they don't wash and care for this area, it's mostly fungal infection esp Yeast, so you should wash this area carefully while you are having a shower.....etc.
If you do have sex, then there might be a possibility that you caught infection and in that case you have to consult a doctor to get the proper Antibiotic.
Finally it just might be due to erection, erection happens by increasing the blood flow to the penis and veins just hold blood from returning and that's how erection happens, so I suggest you don't urinate directly after masturbation and give your body a chance of returning this blood to the circulation and that way your urthera won't be stressed by the extra blood and you won't feel the pain, I think this is the most probable reason esp that you say that it's relieved by cold water, so just give yourself like 5 mins after ejaculation and then start to urinate.
One more thing concerning your question about circumcision, it's been recorded that females married to uncircumcized guys are more liable to develop cancer cervix much more than females married to circumsized guys, this is mostly due to infections that uncircumsized guys develop.

The fact that your foreskin isn't retractable could point to the reason you experience this problem. Perhaps after masturbation some of your semen gets stuck inside the foreskin and you need to "wash it out" by urinating. It could also be a minor infection and if this is the case, go to your doctor for either some kind of topical cream or oral medication.

You'll want to have your foreskin retractable. Stretching exercises resolve this problem in the majority of cases. Simply take two fingers and stretch the opening of the foreskin as far as it'll go (like increasing its radisu) without pain by hooking a finger on either side. It's a little hard to describe and may take a little experimenting and practice to get it right. Do this for a few minutes each day for several weeks. That should take care of the problem. Once your foreskin is retractable, pull it back all the way and wash the area underneath with water and mild soap about once a day.

If the stretching exercises don't work there are prescription creams that're supposed to help. If that doesn't work, there are still many other options before circumcision should be considered. Circumcision is really a last resort and should only be used when all other methods fail, or if the problem is very severe. You'll want a second opinion if someone recommends circumcision as the first option.

Has this always happened? Are you a virgin? I.E. have you been having sex with anyone.

If you have not had sex with anyone and you did not pick up some infection from some one through sex then it could be that you are a little rough with your member while you do it and that this is a slight soreness caused by that friction skin on skin. It also could be that there is some ejaculate (semen) or other body fluids left in the penis vessel. Sounds like it is washed out after you urinate and wash it a little.

Try using some lubricant when you rub to prevent any rough friction.

If it has always happened since you first started masturbating and always goes away after a while then it may be a normal thing for you, some others have reported similar experiences.

Make sure you dry under the foreskin and maybe from time to time let it sort of air out a little. Undo the skin gently pull it back and let it be exposed to the air so it can dry up some. I do not know if this will help but the wet skin against wet skin is a great place for fungi and other stuff to ferment.

One good way to kill bacterial infections and fungi that attack through the skin is to wet skin and let it air dry several times in a row say five to eight times. You wet the skin and let it dry and wet it again and let it dry.

This causes capillary action that dries skin up. Each time you wet it and let it dry more moisture evaporates than you put on it. If skin is hosting a fungal infection and you dry it in this way sometimes this is a good way to get rid of the infection. Works for some to cure athletes’ foot and for jock itch. Takes a little time to do each day for about a week to ten days. If some one suffering from fungal infection does this three to five times a day drying wetting and re-drying it five to eight times each of those three to five sessions they can create an environment where the fungal infection will not be supported. It is an inexpensive way to fight such an infection if you cannot afford the creams at the drug store.

This information comes from a combination of reading various books about this, talking to others and personal experiences.

This might sound a little gross but i hear that it is common for men who are not circumcised to get yeast infections and urinary track infections. this is due to the foreskin, it holds bacteria that may transmit to the urinary track. If you have went more then eight hours without urinating then it allowed the bacteria to spread through the urinary track. a cheap way to rule out UTI is to buy an over the counter UTI drug that will cause you to piss orange. While using this product try masturbating again. If there is still a pain in your penis then try buying Athlete's Foot Fungal Cream to treat the possible yeast infection. If all else fails you can go to the doctor and the stuff you bought earlier will set you back about 15 dollars. Hope this help!

PS it is kinda unique in this day and age to not be circumcised so you may want to look into getting it done. Your future wife would probably thank you later! your choice! ~NICK
