Can a tailor take a somewhat higher waisted pair of pants and make the lower rise?

Hi,
I was wondering for any of you avid sewers or tailors out there or anyone that regularly tailors clothing: Can you take a good quality pair of pants that are somewhat higher waisted and shorten the waist to make them low-rise? They have a button, belt loops and a zipper and are almost a jean type of material. If so, how much does something like this usually cost? Thanks for any advice!

Yes, it's not that complicated a task, although I would have no idea of what other tailors/seamstresses would charge. I do my own tailoring.
