He's Superman but his reaction time isn't quick enough to dodge the bullets but he can avoid a revolver coming at him more slowly. As for the bullets they don't kill him but they still kinda hurt ... like paintball pellets hitting a regular person.

Probably coz the revolver might go off when it hits against his steel body, hurting other civilians around.
Or perhaps it'll just take too much time waiting for it to hit and smash then fall, and faster to just dodge it.
Or since he grew up as a 'human' he had to look as normal as possible so had to feign 'reflexes' and has just become a habit, so even if he is in a superman costume he has reflex habits.
I'm just stating my opinions! :D

did he duck? i don't remember. but blocking a bullet is more impressive and ducking a revolver shows agility.

the actor does not want to get hit by the gun. the bullets are presumed to bounce off of the actor/character, but the gun is something else.
