It usually means that Internet Explorer can't find the server you are looking for. It could be because the server is down or there's a problem with your connection or the server is overloaded or something like that.
It's like getting a busy signal on the phone.

It means your internet connection has been disconnected or down and that the device you are using to get you to the internet isn't connecting probably. This can occur because of a server overload. Just give it some time and see if it comes up again.

Either the server is unavailable because the admin is performing upgrades or maintenance or
your internet connection has been interrupted
or
it could also mean you spelled the website incorrectly.
Your browser doesn't know any better whether or not you are online or if the website you typed really exists.

In Internet, that you typed its address wrong, you haven't connection ot that server was put down. In a local network, the same, or that server or your PC or both are (wrongly) firewalled. Call your ISP or Systems guy for asistance.
