I washed a shirt in cold water & the colors still bled. Is there any concoction to dab or spray on to remove?

I do not know the answer to your immediate question but when I have something that has the potential to bleed I was alone in cold and put salt in the water which is suppose to help set the color

You could try amonia, but I would take the shirt back to where I bought it, and get my money back!
