Rusting is an electrochemical reaction which is helped by anything ionic dissolved in the moisture on the surface of the iron. This is why cars and iron railings rust faster nearer the sea-side - there is salt in the water. Pure water doesn't conduct very well at all, but if it contains salt, the conductivity increases dramatically.
