is this that guy from California that moved to Oregon and is peddling his "Oregon Rain" drinking water?

Claiming that his drinking water is "virgin" because the water has never hit the ground.

I thought rain was evaporated from the ground/ocean and in an endless cycle or recycling itself.

I so want to get a lawyer and scientist to sue that guy.

How about, "Water, water, everywhere, so why not have a drink?" It's inspired by the saying, "Water, water, everywhere, and not a drop to drink," from "The Rime of the Ancient Mariner," referring to the fact that sea water is not potable, and sailors lost at sea may die of dehydration. In this case, it refers to the fact that consumers can in fact drink the water that is all around them, if they just make the effort to harvest it.
