How do you use Formula 420 to clean your *tobacco* pipes and bowls?

I have a large steam roller and I wanted to clean it with Formula 420. The bottle is full of what looks like crystals, but in the directions, it says shake F420 bottle thoroughly and make sure there is an even distribution of crystals and liquid. it doesn't say anything about adding water. When do I add the water? Do i add it to the bottle or do I add it after i pour the crystals on my peice? also not sure what category to put this in.

don't know what forula 420 is.

I use efferdent denture cleaner 3 or 4 tabs in hot water - works great!
