this reminds me of what the Dog did when he went to Mexico to capture a rapist while acting outside the Mexican laws .
in my opinion nobody should be acting outside the law and because of this those who want them to be enforced should also fallow them .
you question also make me think in the Aborigines who live with out any laws and had been found in the last decades .
should we arrest them if they murder someone who invaded their territory ??? i don't think so . in my opinion they are far beyond the law and should not be persecuted by laws which they don't even know about .
