He probably did not sign the NFL release agreement. All players when they join the NFL have the option of signing off their image rights to the NFL, so when video games, sports card companies, and Fantasy Football leagues want to use their representation just go to the NFL for the rights.
I ran into this problem with Lavar Arrington a couple of years ago.

Well if he's not available you obviously can't get him. He's not on the list because yahoo! has a list of a whole bunch of players but not all of them becuase they aren't good enough. Az-Zaihr Hakim is one of them.
