The answer depends on if you are a man or a woman.
Traditionally, waist sizes were reserved for men's pants, shorts, etc. Odd sizes are available from some manufacturers but even sizes are the most commonly offered. It is just too expensive for stores to try to stock every size, so they stock those sizes that sell the most.
For women's pants, waist sizes are just starting to be used in the U.S. on denim primarily and those are offered in every number, usually 24-32

Women's sizes (2, 4, 6, 8 etc) are cut with more of a curve in the hip and thigh, and usually more room from the waist through the crotch.
Junior Miss sizes (0, 3, 5, 7 etc) are cut with straighter lines from hip to knee and shorter crotches.

They aren't. In Levis as well as many others they come in odd sizes as well as even.
