no,u cannot form a straight circle.a circle is 360 degrees round.
i guess he actually meant to say something else.
when i was in junior college my prof once said draw a circle of any shape
but all circles are of the same shape(round),actually what he meant to say was draw a circle of any radius.
sometimes these incidents happen when the teacher is trying to say something else and ends up saying something which sounds funny(like in ur and my case).

yaa i think so.
draw a circle on sheet of paper. now take the paper and keep it vertical to u. now all the points on that circle will be on a straight line or plane to u.

Yes....if you draw a straight line and turn the paper as you draw, you'll be drawing a straight circle.
